Tallahassee City Manager Anita Favors Thompson recently announced the appointment of Roxanne Marietta Manning as Executive Director of the Community Redevelopment Agency (CRA). Manning will begin her new assignment today.
In her new position, Manning will oversee three full time staff members. The CRA is responsible for fostering economic growth by facilitating redevelopment and other community improvements in the Downtown and Frenchtown/Southside Redevelopment areas.
Manning has extensive experience in local government management, planning and project management. She joined the Tallahassee-Leon County Planning Department in 2005 and has since worked in a variety of roles for the CRA and the Planning, Land Management and Community Enhancement (PLACE) Department. She previously served as Assistant City Manager for the City of West Palm Beach, Fla., and has served in both elected and appointed positions for the towns of Jupiter, Fla., and Juno Beach, Fla.
During her tenure with PLACE, the CRA and the Tallahassee-Leon County Planning Department, Manning has focused on economic development, project management and process improvement. She has also been involved in many multi-departmental projects, including serving as project leader for the Gaines Street project.
Manning holds a bachelor’s degree in Psychology and Architecture and a master’s degree in Urban and Regional Planning, both from the University of Florida. She is a member of the American Institute of Certified Planners and the American and Florida Planning Associations.
“Under the leadership of Michael Parker, the CRA has evolved into a viable and effective entity with significant potential to the point it requires a full-time director,” City Manager Anita Favors Thompson said. “This transition will allow Ms. Manning, with her planning expertise, to take the agency to the next level, while it also enables Mr. Parker to concentrate efforts on overseeing Economic and Community Development.”
The Community Redevelopment Agency was previously housed within the Economic and Community Development Department. However, due to the need for full time management of the agency, the CRA will now be a separate department, reporting directly to the City Manager’s Office.
The City of Tallahassee established the CRA to create a framework for the redevelopment and enhancement of specific urban areas. The CRA Board is comprised of nine members, including the five City of Tallahassee Commissioners and four of the seven Leon County Commissioners, selected by the Leon County Commission.
The CRA has two distinct redevelopment areas. The Frenchtown/Southside Redevelopment Area, established in June 2000, covers 1450 acres. The Downtown Redevelopment Area, established in June 2004, covers 441 acres.
Each of the redevelopment areas has an advisory board that meets monthly to provide guidance on project plans to the CRA.
Cherie Bryant will serve as the interim Planning Manager until a new person has been selected to fill Manning’s former position.
