ATLANTA (AP) -- February 19, 2012
A growing number of school systems in Georgia are converting into charter districts to gain flexibility from state rules in exchange for promises of improved student performance.
The districts are taking advantage of a 2007 law that allows systems to enter into contracts with the state freeing them from class size, teacher salary schedule and other restrictions.
Each school in a charter district creates a council of teachers, parents and community members that makes budgetary, hiring and other decisions instead of relying on the district's central administration.
The state started with a handful of charter districts at first, but now more than a dozen have converted to that. And Fulton County, among the largest districts in the state, hopes to gain approval to become a charter system this spring.

Even the teachers don't know correct English or know how to speak it! Much less teach history because all they know are "computer games."
Everything you had to say about this being bad can be applied directly to the school system we have in place now. "Suits" can be unions as well. Yep, Atlanta public schools CHEATING to protect the almighty PUBLIC dollar. And, you have the nerve to accuse someone else of catering to "particular social and theological agendae"? Our education system is so dumbed down now that even the smart children come out "stupefied".
You are so right nole82! Any time you get the "suits" involved, you get profit and then you get cheating, manipulation, etc. There is a pseudogovernmental agency operating right now in Florida, skirting the "Sunshine laws." More and more of this will happen if we don't stop it dead in its tracks. But the people need to speak out. Otherwise we will be taken over by huge corporations who work us to death - and stupify our children.
