Thomas County investigators arrested a man they say was pawning stolen property.
Fifty-four-year-old David Phillips is behind bars facing theft and obstruction charges.
Investigators say Philips would ask to borrow items from acquaintances but never returned them. Instead, he'd pawn them for money.
