Seventeen-year-old Bryan Lee Williams turned himself in, claiming he pulled the trigger.
Police say Williams took it upon himself to intervene in a disagreement between a family member and the victim.
He fired two shots at a car in Hunter's Chase apartments, but didn't hit anyone. He then went to 707 North Stevens Street and shot the victim twice in the leg.
The victim was treated at the hospital and released. Williams faces felony aggravated assault charges.
