Lage made the comments in Bolivia while attending a constitutional assembly.
Venezuela's president Hugo Chavez also is commenting on Castro. Chavez says the Cuban leader was out of bed and talking following intestinal surgery.
Cuban officials haven't provided details or released pictures of Castro since his surgery was announced last Monday. That's been fueling speculation around the world about his condition.
Even Fidel's brother Raul, who was named as Cuba's temporary leader, hasn't been seen in public since the announcement.
