Plans include toll lanes in the Atlanta metro area and paving more than 10,000 miles of dirt roads in rural parts of the state.
"I'm a wage earning tax payer and I feel like I'm already paying a lot of tax and I think they ought to take the one percent and let it pay for this areas' roads," says Valdosta Resident Hank Lee.
Georgia's sales tax is currently six cents on the dollar, except in counties like Lowndes and Thomas, which also impose an extra penny local option tax.
