Joint Investigation Shuts Down Debit Card Skimming Operation

Leon County deputies continue to search for a man who they say is one of the masterminds of an extensive debit card skimming scheme.

Reginald Voltaire and Junior Doguer were arrested and charged with more than 80 crimes apiece in connection with the skimming operations at two Tallahassee Circle K stores. Deputies are still looking for their alleged accomplice, 22 year old Javon Wiggins.

An LCSO spokesman says they do not have an estimate of the dollar losses in this scheme.

"Right now we do believe we have the ring leaders, but we are not ruling out any other possibilities," said SGT Tony Drzewiecki. "Our investigation continues. We're going to continue to work with the Tallahassee Police Department and the Secret Service and see if this has more suspects and certainly identify any more victims," Drzewiecki said.

Three store clerks were arrested earlier this month for their alleged roles in the scheme.

In late August 2009, the Leon County Sheriff’s Office and the Tallahassee Police Department received several complaints where victims reported having their debit cards used to make fraudulent transactions.

Each victim reported they were still in possession of their debit cards and the fraudulent transactions were in the form of wire transfers and ATM withdrawals.

Early indications were these fraudulent transactions were “PIN” driven transactions, which meant the suspect(s) used the victim’s debit card information and Personal Identification Number to authorize the transactions.

An analysis by the Leon County Sheriff’s Office and the Tallahassee Police Department Financial Crimes Units revealed a pattern of debit card fraud occurring at the Circle K Store at 2807 South Monroe Street and the Circle K Store located at 210 East 7th Avenue.

During the course of this investigation it was determined that three store clerks utilized an electronic “skimming” device to capture and record debit card information of customers at the Circle K at 2807 South Monroe Street.

The suspects, Audrey Kennedy, Devin Paschall, and Gabrielle Butler would also watch as customers entered their Personal Identification Numbers and record that information.

Kennedy, Paschall and Butler were arrested by the Leon County Sheriff’s Office. This investigation continued as Detectives worked to uncover who was providing the equipment and withdrawing the stolen funds.

At the same time the Tallahassee Police Department was conducting a similar investigation in which store clerk Corey Anthony was arrested for skimming debit cards at the Circle K located at 210 East 7th Avenue.

As this investigation progressed Detectives from the Leon County Sheriff’s Office, Investigators with the Tallahassee Police Department, and Agents with the United States Secret Service worked together to identify other suspects.

This joint investigation led to the identification of Reginald Voltaire, Junior Doguer and Javon J. Wiggins as suspects. It was discovered that Voltaire, Doguer and Wiggins recruited the Circle K store clerks, provided them with the electronic equipment to skim the debit card information, and used the fraudulently obtained information to withdraw money from victim’s bank accounts. It is unknown how much money has been stolen or how many debit cards have been compromised by the suspects. As victims are identified they will be notified by law enforcement.

Sheriff Larry Campbell said “this was a very sophisticated and organized criminal operation, which was shut down by good investigative techniques and excellent cooperation between the Tallahassee Police Department, the United States Secret Service and the Leon County Sheriff’s Office. While these suspects have been arrested we still have a lot of investigative work ahead to identify other potential victims or suspects”.
