Children Found Locked in Littered Rooms of Marianna Home, Parents Charged

MARIANNA, Fla. -- A husband and wife were arrested after deputies found their children lying on the floors of littered, roach-infested bedrooms with no furniture.

Just before midnight Saturday, Jackson County deputies responded to the residence on Callaway Street with the Department of Children and Family Services in reference to a child abuse complaint.

Deputies found three children ages 2, 3, and 4 in the custody of their parents, Shane Ratliff, 33, and Constance Ratliff, 24, both of Marianna.

Two of the children were found locked in different bedrooms with make-shift cage like doors. Neither of the bedrooms were furnished with beds or any other furniture. Deputies say that the rooms were infested with roaches and the floors were covered in trash.

One of the bedrooms had dirty diapers scattered all over the floor while the rest of the house was also infested with roaches and covered with cat feces.

Shane Ratliff and Constance Ratliff were both arrested and charged with two counts of aggravated child abuse and one count of child abuse.

DCF took custody of the three children.
