Leon County Commissioner Bill Proctor calls State Attorney Willie Meggs an "assigned assassin."

Meggs fires back by saying claims of racially motivated and unfair prosecution are utter nonsense.

Proctor says, "He just beats the hell out of black folk day in and day out."

Leon County Commissioner Bill Proctor says State Attorney Willie Meggs "over prosecutes" black people.

"I don't really care what Bill Proctor says," Meggs says.

Proctor says the ratio of black and white juveniles who are charged as adults in the Leon County Jail is 10 to one.

"His numbers suggest that he has racial bias."

Proctor is asking Florida Governor Rick Scott to review Meggs.

Meggs says, "We don't prosecute based on a racial basis at all, and never have, and won't in the future. That's just utter nonsense."

Proctor is also asking Governor Scott to take Meggs off of what's known as the "Madison 9" Case.

Meggs says, "That's an assignment given to us by the governor. It was investigated thoroughly by law enforcement and we will do the best we can to obtain a just result."

Nine Madison County residents were arrested last year for voter fraud in the District One School Board race.

Meggs was appointed to the case after the state attorney for that circuit asked not to be.

Proctor says, "Only reason he's going, the only thing that makes him qualified to go down there is the fact that we know when it comes to black folk, he will go down there and kick their tails until there is no tomorrow. He will bludgeon and beat and over-charge them to smithereens. That's why he's going down to Madison."

Meggs told us that most juveniles are being charged as adults these days because he says his office is having very little success prosecuting them in juvenile court.

Proctor says he is tired of unpredictable and unfair prosecutions from the state attorney for the second judicial circuit.

Proctor says charges against Gretna Police Chief Brian Bess was the tipping point.

Bess was given a citation for lying to deputies about a November 20th crash in Tallahassee.

Comparing Bess to Wakulla County Sheriff David Harvey's 2009 crash, Proctor says, "How does a passenger in a 'hit and run' incident face charges that a driver in a 'hit and run' incident never did face."

"It makes you understand that sense of yo-yo prosecutorial style, yo-yo justice by our state attorney. There is no threshold, there's no weighted criteria, there's no methodology with which we can understand how this man arrives at who to prosecute." Says, Proctor.

Meggs says, "It has nothing to do with him being a passenger in the car. It has nothing to do with David Harvey. The cases are not even remotely similar to one another. So, that is just utter nonsense, which is apparently his specialty."

Commissioner Bill Proctor Asks Governor and State Legislature to Review State Attorney Willie Meggs

Commissioner Bill Proctor will hold a press conference Thursday, February 23 at 11:00 a.m. at the Leon County Courthouse, Plaza level, First Floor Rotunda area. He will discuss the following:

Request Governor/Legislature to Investigate Willie Meggs

First, Commissioner Bill Proctor will ask the Governor and State Legislature to review State Attorney Willie Meggs. Attorney Meggs has a legal responsibility to execute the powers of his office with equal diligence against all persons regardless of race. However, Attorney Meggs prosecutes black officials with great haste and fervor but is hesitant and indifferent to white public officials who commit crimes.

Request Meggs to File Charges Against DEC Members (Elections Case)

Secondly, in response to State Elections Commission findings on Tuesday, February 21, 2012, against the Democratic Executive Committee officials who were fined, Commissioner Proctor will publicly request State Attorney Willie Meggs to file formal charges against the DEC parties responsible for violating election laws.

Remove Willie Meggs as Special Prosecutor Over Madison Nine and Reassign Robert Jarvis as Prosecutor (Elections Case)

Thirdly, Commissioner Proctor has asked Governor Scott to remove State Attorney Willie Meggs and to reassign State Attorney Robert Jarvis to rightly serve as prosecutor of the Madison Nine. Attorney Jarvis is the State Attorney for the Madison County area which is the Third Judicial Circuit. Proctor will distribute his letter and discuss this matter as well.

State Attorney Jarvis asked the State to disallow him from prosecuting these cases. The Second Judicial District State Attorney Meggs has now been assigned to prosecute the Madison Nine.

The Second Judicial Circuit State Attorney Willie Meggs has refused to prosecute prominent white officials known to have committed crimes in Wakulla, Gadsden and Leon County. However, he aggressively prosecutes black officials and citizens in the Second Judicial District. But now Attorney Meggs is dispatched to Madison to crush nine black citizens consistent with his trademark and signature prosecutorial malice against black officials and citizens accused of crime.

Commissioner Proctor will outline and explain the pattern of prosecutions and lack of prosecutions that reveals and reflects the racial biases of State Attorney Willie Meggs. This pattern will be outlined in his formal complaint and request for investigation to the Governor and State Legislature.
