DMS Secretary Welcomes Two Deputy Secretaries

Tallahassee, FL, November, 29, 2012 – Florida Department of Management Services (DMS) Secretary Craig Nichols has announced the appointment of two key members of the DMS leadership team. Stacy Arias will serve as the Deputy Secretary over the business operations functions of the agency and Darren Brooks, Ph.D., will serve as Deputy Secretary over the workforce operations functions.

“Stacy and Darren bring a wealth of knowledge and experience to the team and we are excited to have them aboard,” said Secretary Nichols. “Their broad expertise will prove highly beneficial in our efforts to support the Governor’s agenda by applying proven business practices to the services we provide to better equip agencies and help them focus on their core missions.”

As the Deputy Secretary over the business operations side of DMS, Arias will oversee and direct the four divisions that manage State Purchasing, Real Estate Development and Management, Telecommunications, Fleet Management/Federal Property Assistance, and the Bureau of Private Prisons.

Arias joins DMS from the Department of Highway Safety and Motor Vehicles where she served as Chief of Staff. She has held several other leadership roles in that agency including Chief Administrative Officer/Deputy Director for the Division of Motorist Services, Bureau Chief of Purchasing and Contracts, and Agency Long Range Planning Officer. Additionally, Arias has held positions providing management and oversight of the agency's property leasing and facility management for more than 150 department office sites throughout Florida.

Arias earned a bachelor’s degree in criminology from Florida State University. She is also a Certified Project Management Professional and Florida Certified Contract Negotiator.

In his role, Brooks will oversee and direct the workforce operations functions provided by DMS which include Human Resource Management, People First, State Group Insurance, and Retirement Services.

Brooks most recently served as the Director of Human Resource Shared Services for the Department of Children and Families where he was responsible for providing direction and management for the design, development and implementation of a cost-effective Human Resources Shared Services organization for the department. He has also served in other leadership roles in the agency including Projects Director, Director of Administrative/Information Technology Services and Director of Human Resources. Brooks also has extensive private sector experience in the banking industry.

Brooks presently serves as an adjunct instructor for his alma mater, Florida State University, where he teaches courses in the Colleges of Business and Education. Brooks has a Ph.D. in Educational Psychology and Learning Systems with an emphasis in Instructional Systems with minor course work in Organizational Behavior. He holds graduate certificates in Program Evaluation and Human Performance Technology, and is a credentialed Professional in Human Resources and Certified MBTI Practitioner.
