FSU Student Arrested on Child Pornography Charges

An attorney for an FSU student accused of possession and distribution of pornography says he intends to mount a vigorous defense.

Zhaozhao Shen, a Chinese national attending Florida State, was arrested last week and accused of downloading and distributing child pornography.

"The issue here is who had access to that computer, because he shares that home with several roomates," defense attorney John Eagan said. "We'll be hiring an independent expert to review the contents of his computer."

Eagan has filed an emergency motion to try to lower Shen's bond which is now set at $150,000. A hearing on that is set for March 19th.

"It's extremely high," Eagan said, "We are concerned about him losing his honor roll status at the university and his ability to attend classes, because that puts him at risk of losing his visa."

An FSU student - here on a visa from China - has been arrested and accused of downloading child pornography.

Zhaozhao Shen is accused of downloading 14 pornographic movies or pictures of children and deputies say more charges are expected when agents finish examining his computer.

Investigators with LCSO's Internet Crimes Against Children Unit say they tracked Shen's IP address to a tri-plex on Ocala Road.

Arrest papers say the images are mostly of men and young boys.

"He does not appear to be a manufacturer of child porn, probably more of a voyeur type collector," detective Rob Waller said, "one of those we call deleters. He'll get the files, view them, then delete them and download more."

Waller says Shen shares the tri-plex with other Chinese students, but detectives were able to tie the computer in question to Shen. Arrest papers say he could not estimate the number of files on his computer, but said it was fewer than 100.

Shen is charged with both possession and distribution of child pornography.

On February 26, 2013, members of the North Florida Internet Crimes Against Children Task Force arrested a man and charged him with crimes relating to child pornography.

Agents from U. S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), the Florida Department of Law Enforcement (FDLE), Investigators from the Tallahassee Police Department (TPD) and Detectives from the Leon County Sheriff’s Office (LCSO) executed a search warrant at 1316-B Ocala Road. Members of the task force recovered computer equipment, child pornographic images and videos.

During the investigation, members of the task force downloaded files from ZHAOZHAO SHEN’S computer through a file sharing program and verified his IP (Internet Protocol) address. The search warrant was obtained based on evidence that files containing images of child sexual performance were being possessed and distributed from SHEN’S computer, inside the residence.

Through on scene forensic previews, interviews, and other investigative measures, SHEN was arrested and charged with 14 counts of Possession of Child Pornography with intent to Distribute and 1 count of Distribution of Child Pornography. Forensic examinations will continue and additional charges are likely.

SHEN was taken to the Leon County Jail.
