The Georgia State Patrol says Johnnie Dee Moore was driving a vehicle with three passengers around 3:30 that morning. They were on Twin Lakes Road near Loch Laurel Road.
The vehicle left the road, hit an embankment, and overturned, ejecting some of the passengers. One of the passengers, Victoria Hanson, was killed. Hanson was not wearing a seat belt. Another passenger was injured.

Moore has eight charges against him, two of them felonies. The worst of which is 1st degree homicide by vehicle.
