New Bill Could Charge Dangerous Dog Owners with a Felony
HB 717 proposes that owners of dangerous dogs be charged with a felony which could carry a fine of up to $20,000 and/or jail time.

Man's best friend and their owners are being targeted by a bill that could charge owners of dangerous dogs with a felony. That felony could carry a fine of up to $20,000 and/or up to three years in prison.
The bill would penalize those who neglect to properly secure their dog, leading to an attack causing severe injury or death.
Georgia state representative Amy Carter co-sponsored the bill after a pit bull attacked and killed Misti Wyno of Lowndes County last month, but complaints had been filed previously about the dog before that attack.
"We had the incident in Valdosta in the last month where a woman was killed by the neighbor’s dog, and I say I'm a pet owner, a dog owner actually, very much a pet lover, but when it comes to human lives it's very much a different story," said Rep. Carter, about why she supported the bill.
At the Thomasville dog park, a few owners think people who just single out certain breeds are barking up the wrong tree about dangerous dogs. They support holding the owners accountable for what their dogs do.
"I don't think it should be the breed of dog. I think it should be the owner and anyone should be held liable. You've got a vicious dog, it's your problem. It's not the dog's problem. It's the owner's problem," said Marc Agastino, an owner of four dogs including two pit bulls.
