TALLAHASSEE, Fla. -- Tallahassee police say a man has been arrested for a fatal hit and run in February of 2014.

Henry Lee Lynn III was arrested for vehicular manslaughter, leaving the scene of an accident involving injury and leaving the scene of an accident involving death.

Two people were hit by Lynn's vehicle in front of Top Flight at 623 Osceola Street in the early morning hours of February 15th, 2014.

One victim, 39-year-old Twayla S. Ragin, was killed at the scene. 39-year-old Anthony T. Gibson was taken to the hospital with serious injuries.

TPD investigators say they received an anonymous tip in March of 2014 that Lynn was the suspect in the hit and run and that the vehicle was at his father's property in the 900 block of Misty Lane in Tallahassee.

Police saw a blue tarp covering a vehicle at the property but say Lynn had later arranged for the vehicle to be towed away.

Police used cell phone records, witness accounts and pieces of the damaged vehicle to place both Lynn and the vehicle at the scene of the crash.

Lynn had previously told police that he was robbed of the car at gunpoint at Club Pierre and when asked why the vehicle had been at his father's house, he told police he would no longer speak without a lawyer present.

Lynn was arrested and booked into the Leon County Jail Sunday.

Tallahassee, Fla. -- The Tallahassee Police Department’s Traffic Homicide Unit is investigating a hit and run fatality that happened Saturday, February 15th at around 1:45am. Two pedestrians were in the roadway in front of Top Flight (623 Osceola Street) when they were struck by a vehicle. One of the pedestrians succumbed to her injuries on scene and the other pedestrian was injured.

The vehicle was described by witnesses as a dark colored Chevrolet Impala similar to the one pictured below. It is believed the vehicle is between year models 2007 and 2009. The vehicle should have obvious front end damage to the grill, headlights, and side view mirrors. The vehicle may also have hood and windshield damage.
