Bill Proctor Issues a Letter Requesting Utility Rebate

Commissioner Bill Proctor says he thinks his District, District one which covers the south side of Tallahassee, was over charged all year for their utilities and now that all the numbers are in he wrote a letter to the City Manager, asking them to refund their money.

Proctor is requesting a rebate of $6 million dollars for all utility customers in District One, based on the $8 million in surplus the city ended up with at the end of the year.

He suggests the City holds a monopoly over utility options with the exception of the Talquin Franchise. Proctor says he wants to see the matter agenda so folks can weigh in, instead of seeing the money be put into reserve.

Commissioner Bill Proctor says, "It's a regressive tax. I want my money back. The people want their money back.It's Christmas. The city is acting like the Grinch who done stole Christmas. And I am saying that we all want our money back. We want a credit to our accounts or we want a rebate of this money."

Michelle Bono, the assistant to the City Manager says electric rates are about 20 percent lower than they were 2 years ago. And says the budget was not right on the dime, the 8 million dollars will go into a reserve so if the city comes up short next year they will have it.

She also points out- had they come up short this year they would not be billing the customers they would go to the reserve. Bono says the city budgeted for 360 million dollars , so the 8 million may sound like a lot but it is 3 percent of the budget.

Here is just a portion of what that letter contains: "I request that the entire $8,000,000 be rebated evenly to the customer base
from which this amount was taken. This money should not be confiscated and committed to the City empire’s reserve coffers. It belongs to the citizens it was taken from. Do return our money."
