City Recognized for Citizen-Based Performance Report

By involving citizens in its annual performance measurement and reporting process, the City of Tallahassee was recently recognized as a Government Trailblazer by the National Center for Civic Innovation. Tallahassee joins a group of 69 other governments and government managers throughout the nation who are blazing new trails in how they measure and report performance. The Office of the City Auditor leads the effort, with support from the City Manager, the other Appointed Officials and each City department.

Key to the recognition is the direct involvement of citizens in the performance measurement and reporting processes. As Mayor John Marks said, "Tallahassee residents enjoy a long tradition of being directly involved in the workings of their City government. Being recognized as a Government Trailblazer by the National Center for Civic Innovation is a great honor for the City, but even more importantly, it highlights the active, open relationship that our citizens have with their City government."

Mayor Marks also noted the outstanding efforts of City Auditor Sam McCall, City Manager Anita Favors Thompson, and their staff on researching and preparing performance measurements and reports. McCall indicated, "This national recognition is especially important as maintaining government accountability and transparency through the direct involvement of citizens has never been more important, or more scrutinized."

The joint request for funding was made by the Office of the City Auditor and City Manager to the Center on Government Performance, a unit of the National Center for Civic Innovation. Trailblazer grants are issued to assist government agencies in reporting their performance measurement efforts to their citizens, and the one awarded to Tallahassee was used to print performance reports distributed to citizens.

The Government Performance Reporting Trailblazer program recognizes those agencies that have:

· Solicited public feedback regarding government performance reports and enhancing the format and dissemination of the reports;
· Issued performance reports on an ongoing basis; and
· Agreed to use citizen suggestions when revising performance measures and reports

The Office of the City Auditor provides the City Commission an independent, objective and comprehensive auditing program of City operations; advances accountability through the provision of assurance and advisory services; and actively works with Appointed Officials in identifying risks, evaluating controls and making recommendations that promote economical, efficient, and effective delivery of City services and programs.
