DCF Recognized for Improving Government with Several Prudential – Davis Productivity Awards

Tallahassee, FL The Department of Children and Families (DCF)
announced 60 winners of the 2011 Prudential – Davis Productivity awards.
These awards recognize state employees for dedication to increase
productivity, promote innovation and save Florida taxpayers money.

“I appreciate our employees’ efforts to improve efficiencies by finding
innovative ways to cut cost while providing Florida’s children and
families with critical services,” DCF Secretary David Wilkins said.
“Throughout the year our employees will continue to be responsible
stewards of Florida tax dollars.”

The winners received cash awards ranging from $200 to $1,500, as well as commemorative plaques, certificates of commendation and letters of honorable mention. The 2011 awards competition attracted 570 nominations for innovations and productivity improvements worth $473
million in cost savings, cost avoidances and increased revenue for state
government. Over the past 23 years, award winners have posted a total of $7 billion in added value for Florida taxpayers and businesses.

The program is chaired by Florida's Lt. Governor and co-sponsored by Florida TaxWatch, The Florida Council of 100, and the State of Florida In addition to Prudential's generous support, numerous corporate, individual and philanthropic contributors supplement the awards program.

DCF’s cash awardees are listed below:

Remote Data Capture for Case Managers Team: The 20-member Remote Date
Capture for Case Managers Team developed and implemented a first in the
nation solution that provides secure remote software tools for child
welfare workers to use in the field. It is now possible for case
workers to use their mobile phones and laptops to document information
during home child visits saving time traveling to their respective
offices. The estimated savings is $2,018,013. The team earned $1,500
in a cash prize.

Compkit Workgroup: Fifty-one Florida State Hospital employees created an
educational approach to help mentally ill defendants gain competency to
proceed to trail. This new competency program called CompKit has been
cited as the gold standard for trial competency training and presently
informs competency recovery from New York to New Zealand. The team was
awarded $1,500.

Florida Recovery Reporting System Team: The team won $500 by developing
a centralized technology platform to provide all state agencies
allocated with award funds to enter, track and report on awards. This
centralization process ensured a consistent method of state reporting
and data submission to meet federal reporting requirements and track
accountability of these funds.

Central Region Program Office Dashboard Team: The team won $500 by
developing an interactive dashboard containing key performance measures.
Having a single source for date saves senior leader and other managers
3,744 hours per year.

Gainesville Customer Service Team: This five-member clerical team was
given access to review cases so they can answer customer’s case specific
questions. They developed a form to identify customer needs, assure
customers are served in the order they came in and reduced the need for
supervisory involvement. The result has been that supervisors are
seldom interrupted to see customers, calls into the overloaded call
center were reduced and customers are served quickly and accurately.
The team was awarded $500.

Prisoner Fraud Prevention Team: The five-member team identified
potential fraud and took action to stop fraudulent benefits in profiled
cases. They developed processes to efficiently check for prisoner fraud
and organized a desk review based on fraud profiles. In a four month
period, 212 fraudulent cases were denied benefits and 633 cases were
reduced or cancelled resulting in a savings of $766,822. The team was
awarded $500.

Undocumented Client Team: The two-member team assisted an elderly
individual with no family or official identification to establish
eligibility for benefits. They completed extensive research in an
effort to obtain an official identification and worked with local
providers to ensure he had a place to live and necessary care. The
savings totaled $25,736 and the team was awarded $500.

Consolidated Data Workbook: Mr. Jim Rood took home a cash prize worth
$400 by combining data from numerous systems to create a consolidated
data workbook. This new report reduces the time spent by staff creating
data reports and allows users to easily access the information.

Reduction in Waiver Funding through Home Health Visits: In less than one
year, Ms. Janis McCord saved $50,310 in Medicaid Waiver funding by
requiring the contracted case management agency to conduct home health
visits for the clients. Ms. McCord was awarded $200 for her efforts to
track billing and request reimbursement when errors are made.
