Florida's Drug Czar Frustrated with Contracts

MIAMI (AP) -- Florida's drug czar says he's frustrated by contract disputes and other delays that have plagued the state's efforts to crack down on unregulated pain clinics.

Bruce Grant says these "pill mills" contribute to roughly seven prescription overdose deaths in the state each day.

State officials missed a Dec. 1 deadline to create a database of all prescription narcotics sold in Florida because a company bidding on the project filed a legal challenge to the contract award.

Lawmakers also didn't set aside any money for the database, so health officials must rely on federal grants and private donations to fund it.

New rules for doctors working in pain clinics are stalled because of an anti-regulation bill that came up in a special legislative session last month.
