GOP keeps House edge in Democratic-leaning states

RALEIGH, N.C. (AP) -- Democrats have long claimed that Republicans abused their legislative powers to elect a disproportionate number of U.S. House members.

Now a Florida court is lending credence to their complaint.

The full impact of the Florida ruling won't be known for some while. But it shines new light on the fiercely partisan practice of gerrymandering.

That's when Democratic or Republican state officials draw congressional districts to help their candidates.

A Florida judge says state Republicans used gerrymandering primarily to benefit the GOP.

Republicans dominate the House delegations from Florida and several other states that President Barack Obama carried. They control the House even though Americans cast 1.4 million more votes for Democratic House candidates than for GOP House candidates in 2012.

Republicans say their work has been legal and fair.
