Leigh Touchton, the president of the Valdosta NAACP filed a formal complaint against Councilman James Wright saying he sent a letter of endorsement to the group for his non-profit company Progress, Inc.

The support Wright sought was for a hiring agreements with the Valdosta Housing Authority.

Touchton says lawyers told her because Wright holds public office he wasn't allowed to do that.

Council members voted three to zero to dismiss the claim.

"Now I don't agree with what this council decided because I looked at the HUD record, the ethics manual and it says clearly public officials are prohibited from entering into contractual relationships," said Touchton.

"Yes, I am very happy with the decision. I think it was the right decision and best decision," said Wright

Wright's Attorney says there was never any conflict of interest with his organization, it was all just speculation.
