LCSO: Traffic Stop Leads to Drug Bust

Lowndes County, Georgia - January 6, 2012

On Wednesday, January 4 Lieutenant Jim Hightower, of the Lowndes County Sheriff’s Office, Interstate Criminal Enforcement unit observed a Lexus traveling south on I-75 in excess of the posted speed limit. Lieutenant Hightower entered the lane of traffic and as traffic stop of the Lexus took place, a Honda Civic hurriedly approached and cut off Lieutenant Hightower from the Lexus. The Honda Civic abruptly changed lanes and began to speed away as if attempting to distract the deputy from the Lexus. Lieutenant Hightower continued his stop of the Lexus and spoke with the driver, Tony Phan. While speaking with Phan, Lieutenant Hightower noticed the same Honda Civic that he had previously seen now driving north and the driver appeared to be observing the traffic stop activities.

An assisting deputy and K-9 responded to Lieutenant Hightower’s location and a K-9 “sniff” of the vehicle was conducted and a positive alert indicated. A subsequent search of the Lexus revealed a duffle bag containing several heat sealed bags of marijuana. The marijuana was later weighed and had a total weight of approximately twenty one {21} pounds and has an estimated street value of sixty three thousand dollars {$63,000.00}.

Another deputy was contacted and the Honda Civic was stopped near exit eleven {11}. The driver of this car was identified as Tommy Luong. This vehicle was also searched and a .38 caliber handgun was found concealed in the center console.

The drivers were interviewed and it was determined that the drivers of both vehicles knew each other and were traveling together and were headed to Florida. Based on the observations of the deputies and the information learned during their investigation, both Tommy Luong and Tony Phan were arrested and transported to the Lowndes County Jail.

    All this over some WEED????? HA hahaha give me a break...Why not spend a little time cleaning house.... clean out the corrupt fruity loops that are in law enforcement!

    Those cops are sharks on I-75. Every car I have seen them pull over was either black or hispanic. Profiling at its finest.

    and all the while this was happening the deputy didnt notice the u-haul going the speed limit go by and keep going hauling over 400lbs to its destination.

    Most people/lawyers would not have to leave their calling card "lawyer" when leaving their legal advice. If you are a lawyer, where are you on the lawyer competent chart from 0 to 10? Just wonderin?

    Good luck trying to convict the guy with no weed in his car of anything. The State would have to prove the guy with no weed in his car consipired with the weed man to haul it or otherwise traffic the narcotics. Unless the state has some concrete evidence of a conspiracy to transport the drugs they will have a hard time proving anything other than the guy with no drugs was following the guy with the drugs.

      Nowhere does it say the 2nd driver was accused(or charged) with any drugs. There was a gun, so I would think maybe a concealed weapon charge? Anyway, if you are really a lawyer you need to take some reading classes, I'm not a lawyer and can figure this out.
