When the car hit a utility pole around 4 p.m., it caused a line to snap, which then hit the city's transmission line connecting Tallahassee to the Purdom unit in St. Marks.
That hit caused a fault in the line, flipping off the power to about 30,000 Tallahassee utilities customers in seconds.
"What happens is when that occurs, the substations automatically shut down that are impacted by that to prevent damage to the equipment so we had immediately 31,000 people who lost power."
The city says 22,000 people had their power restored within the hour of the outage, and everyone had their lights turned back on by 6 p.m.
