The House Civil Justice Subcommittee voted in favor of the bill after emotional public comments from the family of Michelle Parker. Parker disappeared in November of 2011 in Orlando.
Parker's Mother says it has been tough seeing her three grandchildren since they've been placed in custody of their biological father Dale Smith, who is the main suspect in Parker's disappearance.
"Ask if it is in the best interest of these children to know Michelle Parker's family and all the people who love her. I sincerely pray for your consideration to pass this grandparent's rights into law. this law is a law about love, it makes sense," said Yvonne Stewart, Parker's mother.
The bill made it through the committee unanimously. It would allow grandparents to petition a judge for visitation rights.
