On July 25, 2013 at about 5:08pm, a citizen in the area of Territory Way and Woodward Avenue (central FSU campus) flagged down Officer Runge of the FSUPD and advised him that a man had just stolen a bicycle and pointed the suspect out to the officer.
The man, later identified as Bernard Diggs (DOB 01-12-60) was seen by the officer fleeing with the bike down Territory Way.
The officer stopped Diggs and during his investigation, identified Diggs and also discovered that Diggs had a prior trespass warning for the FSU campus.
Diggs was arrested for trespass after warning (misdemeanor) and it was also confirmed that the bicycle did not belong to Diggs.
He was subsequently charged with petit theft, third offense (felony). When Diggs was searched, a pair of bolt cutters was found shoved down the front of his pants, and he was also charged with possession of burglary tools (felony).
FSU saw more than a dozen (13) bicycles stolen in July to date, and has been aggressively working to halt these offenses by stepping up patrols and conducting no less than 6 special surveillance operations to catch the perpetrators.
It is unknown if Diggs is connected to any of these other thefts. Bike theft totals for April to July are: April – 7, May -10, June – 6, and July – 13.
Bicycles may be stolen to sell quickly for cash, fraudulently pawned to pawn brokers, or scrapped for the value of the metal.
