Who Should Set Florida Tuition Rates?

TALLAHASSEE, Fla. (AP) _ The man in charge of Florida's universities says the system is moving backward and the quality of education is suffering because it's not getting enough funding from state lawmakers.

Mark Rosenberg says it's time to take away the power to set tuition rates from the Legislature and give it to the Florida Board of Governors.

That question was at the center of a court hearing in Tallahassee yesterday.

State lawmakers are locked in a court battle with the Board of Governors over who should have the power to set tuition.

Currently, state law gives that authority to the Legislature.

But opponents are suing in an effort to shift that power to the Board of Governors, which voters created in 2002 to oversee the state's university system.
