Secretary Chertoff said America's actions at home and overseas, along with our allies, explain why the enemy has not attacked the US.
But he cautioned the threat remains real.
Secretary Chertoff pointed to the London bomb threat in 2006 and airlines leaving England planned to bomb North America.
He said if it happened, it would have been a loss of life similar to 9-11.
