Chairman Elaine Mays says Humane Society director Ed Williams offered to perform control services for about $250,000, which is the amount the Board first offered.
Mays says she hasn't had a chance to discuss it with other commissioners.
The Humane Society first wanted $329,000 to fund their rising costs in 2011.
The county will take over animal control services on January 1, 2012 if an agreement isn't reached.
Williams says the commission hasn't increased their funding in years.
