After months of discussions, both sides have approved a final plan.
Officials say Lowndes County will fund the cost of solid waste collection, solid waste disposal and recycling; all will be user fee based.
Lowndes County and Valdosta are also in the final stages of creating a Valdosta Lowndes Parks and Recreational Authority.
"It forces us to really sit down, look at the service, look at the service area, who's delivering it and who's paying for it. And this time actually there are minimal changes. The main change is creating a new entity to run a county-wide parks and recreation program," says City Manager Larry Hanson.
The new service delivery agreement is based partly on a House Bill 49 mandate.
