Neighbors Stunned By Cook County Double Homicide

Cook County, GA - Neighbors on Barneyville Road in Sparks, Georgia are stunned by the news of a chilling double homicide.

Police tape now seals off the house where a mother and her infant daughter were murdered. The Georgia Bureau of Investigation says 33 year-old Francis Hall, better known as Lisa, and 15-month-old Jersi Hall were killed Friday afternoon.

31-year-old Ashley "Bo" Rutland of Lenox is charged with the murders and child molestation.

Friends and family have placed numerous candles at the foot of the mailbox as a sort of make-shift memorial. They've also spray painted the streets with messages of love like "gone but not forgotten". And a nearby street sign has angel wings sprayed on it.

"She just had a sense of humor you know. She made a lot of friends. A lot of people cared about her," said neighbor Raymond Baldree.

Rutland is being held in the Cook County Jail. The GBI will not comment on his relationship to the victims.. the murder weapon or motive.

The Georgia Bureau of Investigation says 33 year-old Francis Hall and her young daughter, 15-month-old Jersi Hall were killed in their Sparks home on Barneyville Road Friday afternoon.

A vehicle from the home was found near I-75 in Cook County later that day.

Agents have arrested one man for stealing that car. 31-year-old Ashley Routland from Lenox, Georgia is charged with one count of theft by taking a motor vehicle.

Agents say they're still looking for another suspect and the investigation is ongoing.
